Chuck Powers brought over 40 years of utility experience—including 27 years with Colorado Springs Utilities—to the company. After joining All Phase, he later purchased the company in 2019 with his wife Deb, continuing its reputation as Colorado Springs’ most trusted private locating team.
That legacy lives on.
After serving in the U.S. Marine Corps, Israel joined All Phase Locating and trained under Chuck’s guidance for several years. On January 1, 2024, Israel and his wife Sarah officially took the reins of the company, carrying its mission forward with the same dedication to accuracy, integrity, and community. Chuck continues to work part-time, sharing his knowledge and helping the next generation carry the torch.
